Study
CDM Process in Rajasthan

– October, 2014)
The study is related
to energy
efficient power generation
projects in India
registered under CDM (Clean Development Mechanism) of
United Nations Framework Conventions on Climate Change
(UNFCCC). The objective of this study was to understand
the movement of Science for the development of that
particular area at grassroots level. For this Social,
Economic and Environmental issues were considered. This
is to clarify here that this is the principle of UNFCCC
that companies should not adopt the profit making way to
reduce the emission by achieving CDM and Carbon Credit
only. While UNFCCC has suggested them to develop the
permanent sources of development in their respective
area and with that it must also be considered that these
sources will be helpful in development of all the
community. In this respect study was done on the
villagers and beneficiaries of these Plants. Under this
study Rajmeru studied four CDM projects across
Rajasthan. The detail of the Projects is as following-
Projects Detail:
1. Greenhouse Gas Emission Reductions Through
Thermal Solar Power Technology plant by Rajasthan Sun
Technique Energy Private Limited, Lavan,
Pokaran, Jaisalmer.
2. The Mustard Crop Residue (MCR) based Power
Project Implemented by Amrit Environmental Technologies
Pvt. Ltd. Keshwana, Kotputli, Jaipur
3. 5 MW grid connected Solar PV power plant by
Viraj Renewable Energy Pvt. Ltd. Rawra, Phalodi, Jodhpur
4. 1320 MW (2 units of 660 MW each)
super-critical technology based thermal power plant, by
Adani Power Rajasthan Limited, Kawai, Baran
Advocacy Points with Sustainable
Development Perspective

- If
projects are contributing towards
reduction in GHG emissions than MoEF
should monitor the projects with the
lens of emission reduction.
- This
should be advocated that the project
activities in its execution are leading
to development of public infrastructure
in the region and at the same time
promote business and employment
opportunities in the region as per their
commitments in their PDDs.

Companies need to be ensured that all
parameters of sustainable development
are taken care of.
- There is
need of strict environment clearance on
such projects and need to be ensured
that local Natural Resources are
protected and sustained in a manner that
people are able to access these
resources for themselves as well as for
their coming generations.
- A local
authority made to be responsible for day
to day basis monitoring of such projects
as far as the emission reduction is
concerned and PDD commitments are
fulfilled.
