Public Hearing and Newly Elected
Representatives Welcome Ceremony Campaign: (March 2015)
Post election it was decided to organize
a follow-up campaign to make strategies for future
related to following issues- Food security, Land rights,
Free drug distribution Scheme, Education, B.P.L.,
Pasture land, Pension, MGNREGA, PDS System, ICDS etc. So
for this purpose a One day dialogue with people
organization’s representatives was organized. In this
dialogue follow-up strategies formulated with the
suggestions of different stakeholders. After that
campaign was organized during 20-30 March, 2015. This
campaign covered 196 villages of 55 Gram Panchayats in
all over the state. This campaign was run successfully
by 16 partner organizations of Rajmeru and Rajasthan
Vikas Manch.

themselves organized meetings for issue identification
at Panchayat level, ward level and village level. In
that mainly after issues
identification
these were discussed with ward panch/ Sarpanch at
Panchayat level, Panchayat Samiti members Panchayat
samiti level, and Zilla Parishad members at Zilla
Parishad level.
Panchayati Raj Election Awareness and
Voters Education Campaign January--February - 2015
In Rajasthan the PRI (Panchayati Raj
Institution) election was held in January - February,
2015. So in this perspective RVM/RAJMERU organized
Rajasthan PRI Election 2015 Awareness and people
manifesto Campaign in all over the Rajasthan with the
help of People’s Organizations. The main motive of this
campaign was to create awareness among the people about
their rights and to organize clean and fair elections as
well as to motivate people to discuss about the problems
of their village and Gram Panchayats and to get people’s
manifesto from the candidates who were participating in
election. For this purpose RVM/RAJMERU basically focused
on two main activities which are as following.
· PRI Election Awareness Campaign-
With people manifesto an awareness
campaign also organized about the voting rights for fair
and clean election. The campaign was organized mainly to
create awareness through Pamphlets, Banners, Posters,
public meetings. The campaign was mainly focused to
educate people so that no unethical activity could take
place. People were making aware about their rights that
how to become an active member in the development of
their village by choosing the right person by using
their voting rights.
· PRI Election People’s Manifasto-2015-
People’s manifesto got signed from all
the sarpachs and the ward panchs candidates at Gram
Panchayat level, from all the panchayat samiti members’
candidates at Panchayat samiti level and from all the
Jila parisads candidates at district level. Copies of
these manifesto was given to all the candidates of all
level and one copy was given to the representatives of
peoples organizations. This campaign covered 196
villages of 65 Gram Panchayats, approximately 20000
voters.
Status of Gramsabha, MGNREGA Monitoring
and Strengthening campaign in context of MGNREGA and
Land Rights (August 2014 to January 2015)
Around 15 people’s organizations
conducted successful Gramsabha monitoring campaign with
the help of various representatives in their respective
one or two gram panchayat area. In which Rajmeru &
Rajasthan Vikas Manch guided them.
The primary reason to organize this
campaign was to remove irregularities in Gramsabha and
to prevent people from their deprivation of rights and
it was successfully organized by Gramsabha empowerment
so it that Gramsabha could be created as a strong base
where a common man can put and discuss his issues and
could make sure his participate in the development works
in the village. During the Gramsabha monitoring an
understanding of people regarding Gramsabha was built up
in the meetings. In these meetings people were told that
in 73th Amendment there is Panchayti Raj not Sarpanch
Raj. So Srpanch and Ward panch should implement Economic
development and social welfare plans by collective
actions with community, by community and for the
community.
These plans should be made in the
Gramsabha with the participation of people because
Gramsabha is main pillar of self governance which has
been given the legal recognition in constitutions. The
presence of 10% of total members is compulsory in
Gramsabha then quorum considered as per provision. The
participation of SC, ST and OBC with women is compulsory
in the quorum of Gram Sabha because people of village
can do the development of their own village.
Total 15 people organizations run the
monitoring campaign in their respective areas in
different region of Rajasthan.
Objective:
The main objective of Gramsabha
monitoring was to create awareness among the people
about their rights and to know the status of Gramsabha
in present scenario. Objectives of the Campaign-
1. To address the current situation of
Gramsabha in the state
2. To encourage people to participate in
the Gram Sabha
3. To know the status of MGNREGA
4. Motivated people to put their issues and
problems in Gramsabha like: PDS, ICDS, Water, Land etc.
5. Prepared Future strategies related to
people development
6. Role of public in decision process
7. Quorum of Gramsabha
8. Types of proposals passed in Gramsabha
